Needs attention
The state of a job that stopped because something got in the way that you need to decide on, kept so it can continue rather than fail.
A page the program has never seen, a captcha the policy says to stop at, a session that expired with no way to refresh it: the job pauses with a snapshot of the page and a reason, sends you a webhook, and resumes from where it stopped once you resolve it.
